Collection Development Policy Statement

A. Libraries' Collection Development Objectives
The Documents Collection consists mainly of federal publications distributed through the
Libraries' participation as a selective depository library in the Depository Library Program of the U.
S. Government Printing Office as provided by law ( 44 U.S.C. 191 1); however, as a result of the
University's performance of research under contracts/grants for the National Aeronautics and Space
Administration, a large number of publications are received on a depository status from that agency.
In addition, the Libraries serve as a full depository for the patents and related materials produced by
the United States Patent and Trademark Office. The Microforms and Documents Department
provides maintenance, access and service to the collection for use by the university community as well
as the general public (in particular, the third Congressional district of the United States Congress).
The collection supports curriculum and research in all subject areas from the undergraduate to the
doctoral level. In addition, the collection addresses the needs of the populace of the Congressional
district served by the Libraries.
B. Curriculum Program Descriptions
Publications of the United States Government support not only the needs of the general
federal Congressional district but a high percentage of all the programs offered by Auburn
University.
However, it is in six colleges, two schools, one interdepartmental program, and both the Alabama
Cooperative Extension Service and the Alabama Agricultural Experiment Stations that the greatest
need and use of federal publications exists. The academic teaching areas represent approximately
89
percent of the students enrolled Fall Quarter, 1988. The six colleges and their percentage of
Auburn
University enrollment are: Agriculture (3.8 %), Business (22.3 %), Education (1 2.0%), Engineering
(22.9%), Liberal Arts (24.5%), and Science and Mathematics (10.4%). The two schools are: Forestry
(0.5%) and Human Sciences (3.5%); while the interdepartmental program
is Sociology(O.1%). (For

A. Treatment of Subject Depth
The federal Documents Collection is being built at a research collection level (level
4e) in most cases as based on the demands of the curriculum, faculty research, and the populace of
the third Congressional district. Refer to the table of issuing agencies (Appendix B) for levels of
collection by individual agencies or units.
B. Specific Delimitations
1. Type
a. Collected extensively: Publications of the Legislative, Judicial, and Executive Branches
of the federal government. This includes Congressional hearings, committee prints, Senate
and House Reports and Documents, Congressional Record, departmental publications (e.g.
annual reports, bulletins, circulars, laws, regulations, rules, and instructions, handbooks,
manuals, guides, bibliographies and lists of publications, directories, maps and charts, forms,
and addresses, lectures, etc.) dealing with a broad range of subjects including but not limited
to agriculture, international relations, law, regulatory functions, business, energy, education,
health, science and technology, and the social sciences. Other areas of extensive collection
are highly technical or specialized materials produced by the National Aeronautical and Space
Administration and the United States Department of Energy, and United States patents and
related materials. Maps produced by the United States Geological Survey, Defense Mapping
Agency, and other federal agencies are selected extensively.
b. Collected selectively: Highly specialized technical publications produced by federal agencies
(other than the United States Department of Energy, United States Geological Survey, and
United States National Aeronautics and Space Administration), posters, press releases, forms,
and some other ephemeral materials produced by the federal government and its agencies.
c. Excluded: International, state, and local government publications. Note: The Libraries
do collect many of these publications by acquisition and gift or as components of microform
sets (e.g. Statistical Reference Index and its accompanying microfiche collection and Index
to International Statistics and its accompanying microfiche
collection).
2. Physical format
a. Collected extensively: Traditional print and microfiche for all items. Print is preferred
over microfiche in most cases. Compact discs or CDROM products are also selected when
available.
b. Collected selectively: Materials in a microfilm, microcard or microprint format. In some
cases, microfilm or microfiche are chosen in lieu of binding print copies. United States patents
are distributed only in the microfilm format.
c. Excluded: None
3. Imprint date
a. Collected extensively: Current federal publications published during the last twenty
years and important documents such as the Serial Set, Congressional Record,
Congressional Globe, Annals of Congress, and Register of Debates published prior to
that time.
b. Collected selectively: Publications published earlier than twenty years ago.
C. Overlap with Other Subjects or Collections
1 . Subject overlap
As previously mentioned, there is almost total overlap between the Documents
Collection and other subjects. The selection of federal publications requires consultation with subject
specialists, both within and outside the department. In addition, a good working knowledge of the
curriculum and research needs of the University, community, and the Congressional district is
essential.
2. Collection overlap
Although the Libraries do acquire many non-depository federal publications by individual
purchase, gift, or as elements of a microform set (e.g. CISlIndex and its accompanying
microfiche collection and Major Studies and Issue Briefs of the Congressional Research Service
microfilm collection), there is little, if any, overlap with the Documents Collection. In a few cases,
duplicate copies of significant federal publications are added to the collection in order to meet the
demand for their availability and use.
As a general rule, there is no overlap between the Documents Collection and the general
library collection. The exceptions are those materials which are acquired either as a gift or
complimentary copy and the following eight titles which are purchased as they are considered
important reference materials in one or more of the subject departments: Occupational Outlook
Handbook, Employment and Earnings: States and areas, Employment and Earnings: United States,
Handbook of Labor Statistics, County and City Data Book, Statistical
Abstract of the United States, Official Congressional Directory, and
United States Government Manual.
Further, there is some collection overlap with the libraries of East Alabama State Junior College,
Jacksonville State University, and Tuskegee University which also serve as official GPO depository libraries for
the Third Congressional District. In comparison, each of these libraries' collections of federal publications is
small and lacks the depth of subject coverage and historical nature of the Auburn University Libraries. Auburn
serves as a major repository for materials published prior to the current five years even for the regional depository
library which was appointed as a depository library in 1971.
D. Cooperative programs
At the present time, there are no existing formal written cooperative programs within the
State of Alabama; however, the Libraries do cooperate with not only the regional library (Auburn
University at Montgomery) but with the state's other regional library (The University of Alabama)
to ensure that federal publications are accessible to the University, the community, the Congressional
district, and the state. The Libraries abide by all rules and regulations as outlined in the publication
Instructions to Depository Libraries.

Modified American Library Association Guidelines
Level Codes for United States Government Publications
The following are the level codes utilized by the Libraries in determining the collection
strength and intensity for United States government publications:
0 Out of Scope. The Libraries do not select in this subject area.
1 Minimal Collection. Annual reports and occasional serial and monographic
publications are collected. Information needs from these agencies are either not needed for
curriculum or Congressional district support or are handled by private or commercial
publishers. Publications older than five years are discarded. Superceded publications are
discarded in accordance with the guidelines established by GPO.
2 Basic Informational Level Collection. Approximately twenty-five to thirty percent
(25%-30%) of the depository items are selected. Very little curriculum or community need for
materials published by these agencies is demonstrated. Publications older than five years are
discarded. Superceded publications are discarded in accordance with the guidelines established
by GPO.
3 Instructional Support Level Collection. A collection where approximately sixty-five
to eighty-five percent (65%-85%) of the available depository items are selected. There is
little attempt to go beyond those items available for depository selection and includes
materials which have little relevance to the curriculum, the community, or the Congressional
district. In general, publications older than five years are discarded. Superceded
publications are discarded in accordance with the guidelines established by GPO.
4 Research Level Collection. All materials published by federal agencies which
include ninety to ninety-five percent (90%-95%) of the items available as depository items as
well as active acquisition of materials from agencies or their units whose publications do not
appear in the mainstream of government publishing. The Needs and Offers publication is used
to supplement existing collections. Library retains the majority of publications added to the
collection regardless of the"five-year" rule. In many cases, even older superceded materials
are retained for historical purposes.
5 Comprehensive Level Collection. A collection of the publications of a specific agency or
unit which would include ninety-five to one hundred percent (95%-100%) of the depository
items available, extensive mailing list acquisition, and extensive use of the Needs and Offers
publication. Few, if any, publications are ever discarded.
