Contributors

Nancy Allin is a Supervisory Personnel Psychologist at the Air Force Human Resources Laboratory (AFHRL), Brooks Air Force Base, Texas. She has served as STINFO Program Manager at AFHRL since 1976. Previously she was a Psychometrician at the USAF Occupational Measurement Center, and later a Personnel Research Psychologist at AFHRL. She attended Smith College and the University of Texas, earning a Bachelor of Arts in English. She has also received a Master of Arts in Psychology from St. Mary's University, and has completed the Air Command and Staff College.

Rebecca 0. Barclay is a research associate with the NASA/DoD Aerospace Knowledge Diffusion Research Project and teaches technical and professional communications. A A member of STC, she presented resultsof the first phase of this project at the 36th ITCC. She is pursuing a Ph.D. in Communication and Rhetoric at Rensselaer Polytechnic Institute. Walter R. Blados was Deputy for Scientific and Technical Information in the Office of the Secretary of the Air Force, responsible for program planning and management of the U.S. Air Force Scientific and Technical Information (STINFO) Program. He attended Fordham University but received his Bachelor of Arts in Philosophy from Maryknoll College, Glen Ellyn, Illinois. He received his Master of Arts in Social Sciences/Public Administration from the University of Northern Colorado. He is currently at NASA Headquaters.

Jacob N. Erlich is Chief, Hanscom Patent Prosecution Office, Hanscom Air Force Base, Waltham, Massachusetts. He holds a Bachelor of Science in Mechanical Engineering from Worcester Polytechnic Institute, and a Juris Doctor from Georgetown University. He has been admitted to practice before the bars of the District of Columbia and Massachusetts and is registered to practice before the U.S. Patent and Trademark Office.

Leatha Dailey Glisson is the Scientific and Technical Information Program Manager for the Deputate for Science, Technology and Operational Aeromedical Support in the Human Systems Division (HSD), Brooks Air Force Base, Texas. She also serves as Foreign Disclosure Policy Officer and International Research and Development Focal Point. She is responsible for acquisition, flow, use, production, and distribution of scientific and technical information resulting from research and development. Ms. Glisson received her Bachelor and Master degrees in Liberal Studies with concentration in organizational behavior from the University of Oklahoma.

John M. Kennedy is a principal investigator of the NASA/ DoD Aerospace Knowledge Diffusion Research Project and director of the Indiana University Center for Survey Research. He received his Ph.D. in Sociology from the Pennsylvania State University. Paul N. Klinefelter is the Program Manager for the Information and Analysis Centers, Defense Technical Information Center (DTIC), Alexandria, Virginia. He has held a number of upper level management positions in his career at DTIC and has participated in numerous federal government panels. His background reflects technical expertise in the fields of information and library science, and extensive knowledge and experience concerning the operation of a large scale technical information center. He attended the University of Illinois, majoring in Geology and French, and received a Certificat d'Etudes Francaises from the University of Aix-en-Provence, France.

Allan D. Kuhn at the writing of his article was assisting the Deputy for Scientific and Technical Information, in the Office of the Secretary of the Air Force. He has since gone into private industry. He was formerly Director of the Hypermedia Laboratory of the Defense Applied Information Technology Center, a component of the Defense Technical Information Center. He received his Bachelor of Arts in English from George Mason University and his Master of Science in Library Science from The Catholic University of America.

Patricia T. McWilliams is the Scientific and Technical Information Program Manager for the Air Force Logistics Command, Wright-Patterson Air Force Base, Ohio. She was formerly with the Defense Technical Information Center, and the Air University Library, Maxwell Air Force Base, Alabama. Ms. McWilliams received an M.B.A. in information systems from Golden Gate University, and her M. L. S. from the University of Pittsburgh. She has attended selected courses at the Industrial College of the Armed Forces.

Billy G. Oaks is Chief, Office of Research and Technology Applications (ORTA), Plans and Programs Directorate, Rome Air Development Center, New York. He received a Bachelor of Science in Electrical Engineering and a Master's in Public Administration, both from George Washington University. He is also a graduate of the Industrial College of the Armed Forces, and has been studying for a Master of Science in Systems Engineering at Virginia Polytechnic Institute/State University.

Thomas E. Pinelli serves as Associate Editor for Research of Technical Communication, has published on various aspects of scientific and technical communication, and is senior member of the Society for Technical Communication (STC). He received his Ph.D. in Library and Information Science from Indiana University, Bloomington, Indiana. As the Assistant to the Chief, Research Information and Applications Division, NASA Langley Research Center, he serves as the Center's resource person and advisor regarding scientific and technical information (STI) policy formulation and analysis and program evaluation and assessment.
